In the early 1950's Ralph Turner worked on the German Police Leader and Specialist Program, conducted by the Governmental Affairs Institute through Michigan State University. Within these groups, selected German police personnel were able to gain field experience, classroom instruction, and professional guidance to increase their education and knowledge in procedures and methods of police administration. Turner was particularly responsible for instructing program participants on chemical testing methods for intoxication.
